The bolded is exactly how I feel about it. With the minor caveat that I found the first one grittier and rougher. I still remember the rape scene at the start this many years later. This one with the guitar hero, waif super model breeders, etc. just seemed a tad sillier, which is were my camp reference comes from.
I agree that guitar man was straight up camp, BUT, he made sense within the world. He was treated as a guy banging the war drums, and that's fine. Silly at first, but when you step back, it worked. It wasn't out of place, which is the strength of that flick. When it can make you think some strung up guitar dude fits, it's doing something right.
To me personally, "camp" comes down to silly stuff being completely out of place, to the point where it's noticeably cheesy. Like it doesn't fit with the world.
