They are. But when a poster accumultes 10 or more points through cards it gets temporarily banned until the first set of cards wears off. Depending on infraction history this can lead to permanent banning but not always.

Working on a point system now. Certain amount of points for a card. More for dubs. Surpass the limit and you get temp banned until the necessary amount of points expire. Every point lasts a month.

Obviously you can get yourself permabanned still, but now posters get put in time out for ongoing misbehavior instead of being banned outright.

A really bad job interview is such a terrible feeling. When I was straight out of school, I drove the however-many hours to Columbia to interview with the Missouri DOL and I straight bombed through an excruciating 90-minute-long interview where they were asking me about state-level statutes (no, lady, I cannot cite Missouri's workers comp act from memory; I just finished studying for the bar) and I was just errr-ing and uhhh-ing while I tugged at my shirt collar like Rodney Dangerfield.
