What even is a cult classic? Several of the films listed here had big budgets, made money, and are widely acknowledged. Is the "Scarface" entry the remake with Al Pacino, or the original? Because neither are cult classics as such: the one with Al Pacino is one of the most legendary gangster movies of all time, and the original was significant enough that someone actually wanted to remake it.

How much does regionalism play into it? I liked "Shin Gojira", but that wasn't a small movie in Japan. It's a minuscule movie in the West though. How about old movies? That factors into the original "Scarface" as well, but I bet I'm in a rather small group of 30-year olds who have seen "Lawrence of Arabia", "Shichinin no Samurai", "Seppuku", and "North By Northwest". Do old movies become cult classics as the original "fanbase" of these movies die off, and it has to fall upon young film connoisseurs to keep their memory alive?

"Heavy Metal" is on the bad side of OK. Cute enough, and a bit fun. If you want hardcore animated features, "Akira" is approximately 10 times better.
I have seen that one and it's off the charts.

I think I rate it a 6/10, which is very much on the charts. It'd have to be enormously better to be an 11/10 and hence off the charts.

Akira is the only anime movie I've seen where I didn't want my time back at the end. I despise the entire genre outside of that.

Heavy Metal is NOT anime, it is an animated masterpiece.

I remember seeing it, but don't remember anything of note about it. No mushrooms involved.

Im sure you can critique it as we do old movies vs modern. But it's a classic

Anime isn't a genre, though. It's a medium. But I agree that good Japanese, animated feature-films are a relative rarity. Usually it's the series that are considered good. "Akira" is an outlier in many ways.

Disagree on "Heavy Metal" being a masterpiece. It has fun elements, and ends up being cute in a dorky way. I don't hate it, but it's not "The Godfather" in terms of quality.

What's the best you've seen

In terms of stand-alone feature films, Akira is the best that I know of. Perfect Blue is a decent contender as well.

My favorite piece of anime, and in fact all of fiction, bar none is End Of Evangelion, but that's an animated feature film that serves as the end of the animated series Neon Genesis Evangelion. Basically, in order to watch the movie you have to watch 24 episodes of a series before.

In terms of animated series, the one I loved as a teenager is Bleach. Modern fantasy action. Falls off a cliff in terms of quality eventually, though. New, highly-rated ones include Jujutsu Kaisen (translated title is Sorcery Fight), Chainsaw Man, and Demon Slayer. First two are good, kinda meh on the last one even though it's extremely popular.

For manga (graphic novels) the film Akira is based on the original manga, but is very different. Some great ones are The Lucifer And The Biscuit Hammer, Shin Angyo Onshi, Shadow Star, Ichi The Killer, and Shigurui (which means "blood frenzy"). The last two are especially hardcore. I've seen it claimed that Ichi The Killer was banned in several places in Japan, and by the content I could imagine it being true.

For great Japanese movies of any kind, Seven Samurai is probably the best Japanese movie ever. I also like Seppuku (English title is Harakiri, but that's not especially helpful). Shin Godzilla was also fun, for a very different take on Godzilla, and can also be viewed for free on the Internet Archive in either English dub or subtitled.
