I think the take away from the article isn't that Schumer is a terrible negotiator but that he, or any other Democratic leader, will be hamstrung with leading a party built on a diverse coalition of groups that doesn't care about the niche issues of the other groups. The Republicans are an inherently tougher party because their voters have much more similar interests so they can use harder parliamentary tactics without losing as much electoral support.

The Dems tried to make a go of it without working class whites and focusing on the identity politics of their minority voters in 2016 and they lost essentially the entire great lakes block they had come to depend on.

The inability of Democrats to provide and encompassing narrative that will tie together a viable electoral coalition that'll go to bat for each other is their problem. Much bigger than just Chuck Schumer.
