If a strike lands legally, who cares when it was thrown. If a strike lands illegally, why should a striker be penalized because his opponent gets his hand down quickly?

I believe the impetus for making the rule that was is that if you’re in a position where you can legally be kicked, you are going to react as they throw a kick, and a significant % of the time, that reaction will lead you to momentarily be ungrounded as the strike lands.

It’s similar to if a thug pulled a gun on you and said “I’m going to shoot you” and you were armed, so you pull out your gun, the thug shoots you dead and then says it was justified because you were going to shoot him.
