Rumored UFC Has Changed Some of Its Contract Practices

What, maybe a dozen fighters out of the thousands who are UFC vets? I'll point out all contracts have a code of conduct that isn't enforced either. Not all threats have to be carried out to be effective.
Dana/UFC sent cease and desist letters to Jake Paul, if UFC fighters were doing something illegal they wouldn't let it slide. It's not in UFC/Dana's best interest to have public disputes about fighter pay. It doesn't benefit UFC/Dana at all. If they could legally stop Jones and Ngannou from talking about the money/pay issues with their contracts they would.

Negotiating his current contract and his current pay. If there was a gag order Jones and his coaches wouldn't have been able to publicly discuss pay on social media and interviews and Dana/Jones wouldn't be publicly releasing information about Jones pay. So you are saying Jones contract is different than everyone else's and he's the only one allowed to talk about pay? Like you said a handful of fighters has discussed their pay publicly with no repercussions. Dana has publicly said there is no gag order and fighters can discuss their pay if they please. Yes other parts of the contract may be confidential but not about their pay. Other fighters may just not want to talk about their pay. How many people that aren't fighters discuss their pay? Not many and if they do they exaggerate. So that's the real reason why fighters choose to not disclose their pay information.

Not a lot of people want others knowing how much they are getting paid. It's the same for every job/career and not just fighters. Unless you are rich/wealthy then yeah you will discuss your pay and have no real issues disclosing that information especially if you are trying to make more. Like Jones, he's already making millions and wants more millions. So it's not an issue for him to publicly discuss his pay because he's already making millions. Others that aren't may not want that information out there so they don't give specific numbers. They will say they are getting paid better than when they were with UFC but not give an actual number, or the pay is good but it can be better, or just be vague about pay in general, etc.

Fucking this. UFC doesn’t have to pay fighters more, and all the fighters make more money.

How is this not a win win?

Greedy UFC can take 15% of fighters sponsorships or something if they wanted and fighters would still come out ahead.
The bigger / more popular fighters yes, but the beginners are better off with the UFC arrangement
