It's even worse than that. Elon Musk has no business having any access to the Treasury payment system, period, let alone his cadre of babies. Or any of the other places that store or generate sensitive information. There's essentially nothing protecting us from this guy collecting absolutely vast amounts of critical information and simply selling it to whoever he wants. They have banking/payment information for every single person and entity which gets money to or from the federal government.
