Omar would easily kill Tuco. Not really close.

Settled down son. I don't know anything about this Taco character, but Omar was no scumbag.

Omar would hunt down Tuco's henchmen one by one. However Tuco being the crazy doped up lunatic he is would then go down into the streets where Omar would kill him.

This would then force the Cartel to send people to kill Omar resulting in Omar jumping out of windows and shit.

Then that kid who shot Combo would ride up on his bike and shoot Omar. The end.
 
Hold on... I'm going to look through this whole thread to see if someone wrote "Tuco would get his shit pushed in." Which is the only acceptable answer.
 
Omar vs Gus is more interesting. Tuco wouldn't even hear Omar whistling
 
Omar is better in every way, but Tuco is definitely more intimidating. Even the guys own employees couldn't feel safe around him, complete wildcard and loose cannon. Even being in his presence would be terrifying.
 
Calculating Omar takes this with ease.
