To be honest though its the truth that a lot of countries DO have very high tariffs on US goods, the issue really its more that this isn't some situation were they are exploiting the US but rather US policy since Reagan.

The US was willing to face deindustrialisation in return for political advantage and because outsourcing production made certain people very rich whilst breaking the back of the unions.

What I don't get is the mixed message narrative he is sending with (Tariffs are here to stay vs. We are going to negotiate for preferable deals).

The latter completely undermines the premise of the former - if you are genuinely convinced that tariffs are a long term strategy to reform American manufacturing, then you can't suddenly say "We can strike a deal on tariffs with other countries". What manufacturing industry would invest the billions of dollars in domestic infrastructure if they thought that the tariffs were simply a means of negotiation.

You can't have it both ways. Either you believe this is an effort to transform the way trade is done, or you acknowledge that this is a strategic play to negotiate preferable trading arrangements.
