Tariffs aren't used because they benefit anyone; they're meant as a deterrent so economic behavior and policies are changed.

I assume you mean "uninhabited," but what does that matter? The exports are still being shipped by humans, and it's those humans that are paying the tariffs. I don't know why Australia is marking these exports as having an origin of empty islands, but as long as they are, the tariffs are still going to have an effect.
