it's illegal according to the emoluments clause. It's not smart to risk impeachment and perhaps even jail time. You'd get jail time for doing it as well. Hilary couldn't even keep a pearl necklace given to her by Bangladesh.

Yes he should reject it and the message to Qatar leaders should be that you cannot offer gifts the President of the United-States in exchange for influence. That's what a normal, healthy and functioning democracy does.
