Opinion They control the media, but who is they?

It's all about clicks, unfortunately. A huge part of the population only reads headlines and they know that. I don't even need to get into which side has more egregious examples of false/misleading headlines either. It's just one of the reasons most Americans do not trust the MSM. Therefore, they flock to independent journalists and bloggers/vloggers/podcasters online more and more.
I think you're right on this.

I think even "reputable" news sources now bank on clicks, which Im not convinced is the healthiest form of journalism or dissemination of news.

What he did is share his opinion honestly with people as an individual which he has every right to do.
He had every right indeed, however, his opinion was such that if you didn't consent to government mandate, then you should be a second class citizen. This opinion not only served his own selfish interests but also directly or indirectly benefitted a mega corporation during one of the most lucrative periods in the history of that industry.

How specifically would you say Noam Chomsky was trying to manufacture consent by sharing his opinion?

You could say the most sensible, common sense thing like "We should eradicate world hunger!" and they'll point out that the food companies that would provide the food to feed these poor people are big and therefore agribusiness. Oh, and the trucks that'll deliver the food also run on gasoline or electricity and therefore you're a "PoS fRaUd!" because you want to benefit Big Agribusiness and Big Oil and Big Electricity, and etc.

Since we live in the 21st century, everyone and everything is compromised. So absolutely any attempt at reform is immediately suspect.

The result: you do nothing and the status quo continues.
