Think about it
The guy's prone to very boring fights and has the personality of a potato. He will never be a draw. However, he's good enough to win the title and derail the exciting fighters like Jiri, Poatan, Hill, etc, who've all of a sudden shot a bit of adrenaline into a division that's been dead.
Okay, so Ankalaev will go to Bellator or PFL (and probably make more money there, so good for him). Big whoop. Sure, either of those promotions will gain a talented fighter, but is Ankalaev really going to do much to boost business and cause them to become more competitive with the UFC? No, he's not.
UFC could make up whatever bullshit they want as to why they got rid of him. Ankalaev will say that they cut him because he's too good or whatever. It'll be a story for a day or two and then everyone will move on.

There was a point where Dana stopped hiring boring guys who had the 'personality of a potato', and it led to vastly fewer collegiate wrestlers in the UFC for quite an extended period.
I didn't really agree with that move, but if it's what Dana wanted, it's time he extended it to guys like Ankalaev.
I don't look forward to the guy's fights, and the most exciting thing he ever did outside the cage was not even flinch when Cutelaba lunged at him (that's still cool as shit, though).
I personally wouldn't cut Ankalaev - but we all know Dana would, so I don't see why he doesn't. He makes the rules.
