Outside the novels and comics, there really isn't much established Borg lore. We have no idea how they were created. Remember Romulans are a much older civilization, than Humans. Who knows what they wrre doing early on.Is it tho?

A couple things:So one of my personal complaints with the show thus far is that Patrick Stewart doesn’t really seem to be playing Picard in this show. His behaviour, mannerisms, the way he talks etc. it’s entirely unfamiliar for the Picard character as I remember him. If anything he’s almost acting more like Professor X making me wonder if it’s the writing, or did Stewart forget how to do the character?
In any event, if that’s how I felt about Stewart’s Picard then in tonight’s episode Seven of Nine really upped the ante. That was completely unrecognizable as Seven from Voyager. “Give me a burbon!” and “what the hell are you doing out here?!” The whole thing was extremely jarring. I get that almost 20 years have passed since the finale of Voyager and presumably Seven could have kept evolving and growing as an individual but there was basically nothing left of the old Seven whatsoever in that performance.
I am really not enjoying this show.
