He sure did. However, he had no choice. He was 10+ years past his prime and at his age it was physically impossible to be the same boxer he was in his prime. Exceptions are not the rule.

No, damage is one of the factors in it.

You must observe, deduct and predict when fighter will slide off.

How I see lifecycle of the fighter :

amateur/green ----- pre-prime ----- (during this there is peak)------- past-prime -------------- washed

This happened with Volk. He had wonderful prime during which he had so many peak performances. He must've lost a step eventually and this happened. Now he will have softer chin, will make more mistakes and will fight for his 70-80%.
It will still be too much for most of the fighters but some of the elites will have easier time with him.
 
Gaethje doesn't take all that much damage anymore.

He was badly badly rocked quite a few times in his first few UFC fights, but he has gotten significantly smarter about angles and distance. He still plays a dangerous game, but blocks with his face quite a bit less.
