However, in this instance I feel like I'm missing something. An FD-1023 form is gossip and I see people acting like they have proof. In this case the claim is that an informant heard something the informant can't confirm and the FBI hasn't confirmed. Bet people seem to be using the words proof and evidence... which a FD-1023 is not.
