If you had actually watched videos (not 30 second click bait bullshit) or read (actual non-biased articles, or read the damn Green New Deal plan yourself) about the process you wouldn't have to ask these questions.

It is also not a bill. It is a resolution. The Green New Deal are not laws. The purpose was to make a roadmap of where the country needs to be heading in terms of the environment and economy. They wanted to force a conversation and debate in the Senate about the environment. AOC has specifically talked about having the debate on record, not immediately passing a bunch of laws, or "banning cows".
There have been no hearings or fact finding missions by the Senate on climate change because Mitch McConnell blocks them.
The resolution hasn't advanced because a junior House of rep member doesn't get to decide what can and cant be voted on and discussed--thats Pelosi and McConnell's job. Corporate Dems and Republicans are gonna do what corporate shitheels are going to do

She didn't "skip" any steps. There are 2 RESOLUTIONS that make up the Green Deal, one in the House, and one in the Senate. She is the sponsor of the House resolution, and Senator Markey is the sponsor for the Senate resolution. The Green new deal is not a set of laws. It's not a bill, it didnt get to that stage because it wasn't allowed to get to committees to do fact finding quests.
