Michael Chandler was my first answer but I just remembered Dustin rear naked choked him haha
 
There is some nuance, because you need to see someone who gets exposed to a lot of sub attempts to validate their mastery. A fighter who has elite TDD and has mostly fought striking might have crap sub defence but has never come close to being submitted.
Jorge Masvidal has a couple of early sub losses, but then went on for many years to fight several excellent grapplers and spent a lot of time being sub-attacked yet has not been subbed since. Fantastic sub defense.

Whereas Adesanya has also fought some excellent grapplers and hasn't suffered any sub losses but yet has spent almost no time in a sub defence aspect. I'd say Adesanya has better anti-wrestling, yet Jorge has better sub defense.
 
I don't agree with people saying Volk, a sub defense master wouldn't get put in subs in the first place.
The whole idea of ranking people's submission defense is impossible because of that.
You could rank people by their ability to survive when put in impossible positions, but that doesn't mean much.
 
I'd say Mir and Werdum are both up there. Out of 32 fights, Mir's never been subbed and out of 35 fights Werdum's never been subbed

That was an RNC from exhaustion but yeah, Chandler has fought some excellent grapplers (Oliveira, Yamaguchi, etc) and held his own on the ground.
