Does that mean Men's Bantamweight and Lightweight aren't as skilled too? Does that mean that Heavyweights have the best submission defense of all the weight classes? Your logic is hilariously flawed.

Perhaps because of the relationship between weight and knockout percentages, the lighter weight classes have to focus more on submissions. Of course, correlation does not equal causation, but the possibility probably never even crossed your mind because you want to jump at any opportunity to criticize the Men's Flyweight and Women's Strawweight divisions.

Or perhaps that division has more wrestlers than other divisions, so it's more difficult to get fighters to the ground and attempt submissions in the first place.
