It's a lot harder than that in real life, judging by the speed of their reaction, I'm not certain this idea that they were somehow incompetent is fair. Clearly the location was accounted for, the sniper on duty returned fire and killed him within 15 seconds. They had over watch of the building, but prior to him opening fire he was hiding on the opposite gradient of the roof and was obstructed.

I posted something similar about how this move does nothing to gain any votes or support for the Dems and can only result in increased votes and support for Trump. The only question is, how much. That makes it an insanely stupid move even if it had succeeded.
