Economy Should ENGLISH proficiency be a REQUIREMENT for migrants?

Can't say I agree it has 0 effect. Not being able to speak to each other is an obvious impediment to a close knit community and/or society.
He's gonna use a combination of sign language and stern, but heartfelt facial expressions to get his message across.

He should know, he taught a bunch of children.
 
I always presumed that, if I moved to another country, it would be seen as the height of disrespect if I didn't become conversationally proficient in the language by the time I moved there.

Most countries with a unified language will likely expect you to learn. Others where you have many languages then it likely wont be. I dont know disrespect but integrating into things like workplace, culture etc.

I can only speak for myself, but if I'm relocating somewhere on a permanent basis I wouldn't ever go expecting someone I don't know to do the heavy lifting for me. I'm not even talking about being fluent, just enough to be able to do your day to day things - your job, shopping, ordering shit, answering question asked of you etc.

I feel you. Different cultures have different standards. In some places it's seen as rude. In others no one cares.

Personally, I like learning other languages so I always try to pick up whatever I can. I frequently pushed the limits of my "Spainglish" when I was in Puerto Rico and know a decent amount of Japanese (trying to get stationed there). I think learning languages is always a good thing because it connects you to more people.

I worked in telecom with a guy with this accent, everything took twice as long. Would rather deal with a spanish speaker with zero english skills than an american that can barely speak english.

This all started because I had an issue with people living here for decades without caring enough to learn a word of English and it being easy because they live in these insular communities. These are citizens we are talking about.
