Tiebreaker is the same as the primary. Whoever was higher on the the poll listing would win the tiebreaker. For the general, the candidate that got the most votes in the primary gets the first slot. If they both had the same amount of votes in the primary it would remain the way it was listed in the primary (by the formula to get into the 15 that had the highest score)
