I think there are limits to this; yes they could have destroyed the electrical grid, etc, but I think the motivation is that they don't want to break what they intend to keep. Russian Army isn't shy about leveling places, they killed like 10% of the Chechen population.
 
My personal thoughts updated.

I think I've been mostly right about the war in that, after the slow start, I recall my brother asking me about the then-oft-quoted stat that Russia was a week from exhausting its PGMs. He insisted that it mattered. I was very dismissive at the time saying that Russia had significant storages of dumb bombs and that Russia would be able to fire its way into the East.

Then, I and many others figured that at some point probably before accomplishing the stated objectives, that the Russian advance would stall out.

Now I'm concerned again for another shift. I hope I'm wrong but I think a lot of western countries are running out of expendable 155. European morale is flagging in general I think. Russia still does have a manpower problem. But in the long run I think war usually favors the side with more industrial capacity. That is not Ukraine. I'm concerned for the upcoming winter. I don't want to make predictions. But I am worried.

Are regular people responsible for what their officials say?

I don't blame Americans for the Iraq war. I blame the lying sacks that pushed it. You blame all Americans for it ?

If anything there's far more democracy in usa than Russia so you should be hating regular Americans far more than regular Russians...
 
so what do you guys think will be the end result of this war for russian and ukraine? will russia end up annexing land? russia taking over ukraine? stalemate war for several years? ukraine repealing russia back? russia dropping nukes?

About 200k-250k guys is not enough to take over whole country of 44 million people

Likely annex donbas and put some puppet guy in kiev
