Rumor is that the "parts" they got from Poland and Slovakia were partially disassembled MIG-29s upgraded to interface with NATO HARM and other systems. Poland and Slovakia upgraded their aircraft for better integration with NATO. So the planes were transferred "in parts" and then assembled in Ukraine with the capability to use a wider range of NATO weapons.
