Maybe Washington ordered us to do this. Or maybe the summit didn't fufill our expectations, we got a reality check and have to resort to this to cover ourselves.

Likely is as you say, but still guess one can appreciate them doing such change of position when needed rather than have shit politicians sticking with their previous position no matter what
