They in 2022 th for sure might had very low expenses on shells and ammo : they literally might just use stuff they had manufactured long ago...before 2022 th.
Therefore all for this had been paid long ago....and actual real expenses were just transport expenses in order to deliver shells from warehouses.

If they use new shells manufactured this year, ofc there are expenses to produce these.....paid from current budget.

It is very big difference : do you have to spend maybe 1 or 2 bucks to transport 152 mm or 122 mm shell or...vuala...to produce new shell ....
