Mike Johnson wants Congress to vote for foreign aid bill for Israel. 17,6b $ USD bill and later after this to start debates about 20,2 b bill for U.S border security improvement.

While Biden maybe might sign this 20,2 b USD$ border bill as standalone bill, he will not sign standalone Israel bill without Ukr bill because both these are foreign aid bills...

Johnson told that Border bill might take long discussions and should be improved or something like this.

From basic air def theory systems like NASAMS, Patriot, S-300, S-350 and S-400 or SAMP-T should have 2 nd layer with short range systems in order to protect radars etc... It is even in USSR textbooks....

Therefore also a lot of european countries can't supply enough autocannons etc for Ukr...
For example if they does have NASAMS battery, then should have also autocannons, MANPADS etc stuff...ready to protect radar etc...

I'm pretty sure the accounting office will have to see the numbers an congress can block it? I don't think they can send surplus hardware due to congress holding the purse strings.

Yeah but we should look also on difference how " price " is calculated.
Pentagon sometimes had calculated price as new replacement cost despite stuff had been scheduled to be replaced with new one even before war in Ukraine and actually shipping to Ukr had SAVED american taxpayers money cos they didn't had to pay for utilisation!
Pentagon admitted multiple miscalculations....
Also other countries too sometimes are doing the same ....and it is shame and big difference in REAL expenses created by war in Ukraine for their taxpayers...

Reality: 20+ years old stuff and U.S does have more modern models...considerably more effective ....
So replacement already scheduled regardless war in Ukraine or NO....
Basically there had been saved taxpayers money for utilisation.....

The same about 500 000 shells purchase and cluster 155 mm ammo: there actually damn a lot of U.S taxpayers money had been saved cos they will not pay for utilisation ( this is very expensive ) ....
Instead they get 500000 NEW shells they anyway had to purchase regardless war in Ukraine or NO war in Ukraine!

While if to talk about Patriot and NASAMS missiles, these yeah, really is fresh taxpayers money spent...a lot of money.

To send old soviet East Germany stuff to Ukr actually is to save their taxpayers tax money cos utilisation and waste disposal is very expensive process & huge papwerwork....
Also warehouses might get free space to be used without additional expenses to build new ones....

For Taurus : taxpayers already had paid all bills and they aren't brand new at all.

For IRIS it is different: most likely if you will order something for 100m you will immediately pay approx 20m as pre payment and when will get batch will pay 80 m ...approx like this.
