ISW - Russian/Ukraine Campaign Assessment, 31 August 2023.
Ukrainian President Volodymyr Zelensky highlighted Ukraine’s domestic production of long-range missiles on August 31.
Zelensky stated that a Ukrainian-produced long-range weapon successfully hit a target 700 kilometers away but did not provide further details about the strike or the weapon. Ukrainian National Security and Defense Council Secretary Oleksiy Danilov previously stated on August 26 that a new but unspecified Ukrainian-made missile struck a Russian S-400 air defense system in Crimea on August 23, and Ukrainian Main Military Intelligence Directorate (GUR) Head Major General Kyrylo Budanov stated on August 24 that Ukrainian forces have the ability to strike any part of occupied Crimea.
What Ukraine is not getting from the West, it is making at 'home' or modifying it. Not really a secret.

Sometime before this month (July), the air force pulled obsolete S-200 surface-to-air-missile systems out of long-term storage, apparently replaced the command-guidance units in their V-860/880 missiles with GPS seekers—thus converting them into surface-to-surface missiles—and began firing them at targets inside Russia. -- Ukraine’s substantial stocks of 1960s-vintage V-860/880 missiles begged for reuse. As a surface-to-air weapon, the bulky S-200 is out of date. Ukraine before the current war converted its air-defenses to newer, nimbler S-300 systems. But the same bulk that makes the 30-foot V-860/880 missile an air-defense dinosaur also makes it a useful ground-strike weapon.
