More sources seem to be confirming some of my earlier speculation.

Wagner forces have given up the flanks of Bakhmut and are concentrated in the city center. Regular Russian forces were moved in from elsewhere to cover Wagner's flanks while they try to brute force through the town center. (Mostly VDV, good troops)

So it seems that if UKR was intending to get Russia to commit more resources to Bakhmut, it's working. I've seen some reports that Wagner may have brought in some more experienced troops from overseas as well. Those that were deployed in Syria or CAR, etc.

No.

The President only has to inform them within 48 hours of the deployments.

"The War Powers Resolution requires the president to notify Congress within 48 hours of committing armed forces to military action and forbids armed forces from remaining for more than 60 days, with a further 30-day withdrawal period, without congressional authorization for use of military force (AUMF) or a declaration of war by the United States. "

Basically. It only matters if Congress gives a shit. He's commander in chief and can deploy troops anywhere in the world in response to crisis.

And it's not even military action, they're certainly deployed in an advisory or intel security role. They're not deployed anywhere near the frontlines. They're not killing any Russians themselves.

Helping plan operations and providing security to US and allied sensitive intelligence or weapons assets. They're likely rotating much more often than 60 days as well. And again, it only matters if Congress opposes the deployment.

Obama and Trump both violated the fuck out of the act and went hot and for longer than a 60 day period. Our current Congress generally likes war more than our Presidents.
