Xi wants more access to Siberian resources (infrastructure). Not just oil, but everything. Timber, water, etc
There's definitely scope for China to invest in pipelines, railroads or even resource extraction in Russia, but I have no idea how any kind of long-term deal could work between those two, as both sides are so untrustworthy.
China isn't going to try and repeat the failed EU/German plan, which was to prevent fuckery by making Russia's economy mutually dependent with theirs. They would have to have some way of preventing Russian fuckery to give them the confidence to invest in them long-term, I just don't know how they'd go about it.
