Ronda a star, Joanna star potential, why UFC has not 145 WMMA division already ?

Same reason they haven't made a super heavyweight division in mens - not enough fighters in it to justify the creation. And the fighters in it can cut enough weight to make the lower division.

And that was when Brock walked around at 300 pounds, and wanted a SHW division. If they wouldn't create a division for Brock (who was the all time biggest PPV draw in UFC history), what's the chances they'd do it for a much, much smaller draw in Cyborg? They made Brock cut 40 pounds to fight as HW, they'll make Cyborg cut an extra ten pounds to make 135. That's just the way it works - if you're in a very shallow weight division, they're not interested.

Why can't cyborg be a UFC 145 lb WMMA champion ?

There would be nobody for her to fight. Invicta is making matches for Cyborg that shouldn't even be sanctioned by a responsible athletic commission that's concerned about fighter safety. The only 145'ers in the world qualified to be fighting Cyborg are Budd and Coenen, and they are both signed to Bellator. The UFC has a couple of bigger 135'ers (Amanda Nunes and Germaine De Randamie) that could comfortably move up to 145 - but why would they really want to?
