The guy is a CEO, and says so over and over again. He thinks zero-based budgeting on a Federal level makes sense.

He wants your country to react, rather than to be proactive, and rather than build on past mistakes and evidence.

He wants to start again because he doesn't understand the numbers.

He thinks if he was put in charge of the USA, the USA needs to reveal itself to him so he can cure himself of his ignorance and stupidity, and that's a good place to start.

Because he thinks he's what it's all about.
