Yeah, but the scammer is a gipsy, called Roma, Rom, Romani, Cigano, whatever, they're quite European
I went to Rome in the 80s, same people, same types of scams, nothing new
Even Kusturica did a movie about that

They're originally from South Asia. Some of them have spread to Western Europe hundreds of years ago, but most of them migrated recently from countries like Romania, Bulgaria etc.
