Ever hear of Darell Greene? The ability to maintain peak athleticism has reached a renaissance with guys like LeBron on Tom Brady competing for goat status in the lower to mid 40s. It requires an insane level of commitment to training but yes it’s possible. 165 is not heavy at all that is relatively skinny.
except you're comparing elite athletes who spend millions on body maintenance every year, at least in LeBron's case, to a random short dude running in the park. 165lbs is definitely heavy for a 5'6 person who claims a 4.3. Noah Lyles is like 150lbs and 5'11.
i'm not saying this dude can't be strong and maintain a good level of athleticism. but we're talking world elite speed from a short old stumpy dude. it's hard to believe. like i said, for elite athletes is still shocking guys like Terrell Owens can run a 4.4 at 46 yrs old or whatever, but this guy does NOT look like Terrell Owens or really, any other dude who is fast.
100 yard Olympic Champ Bob Hayes only ran a 4.4
Usain Bolt's 40 time is 4.22 at 37 yrs old. Usain Bolt, 1 of the fastest men ever is only a second faster than 5'6 unknown white dude at the same age.

Xavier Worthy Says There's 'No Comparison' Between He and Usain Bolt
Texas Longhorns Xavier Worthy receiver ran the fastest 40-yard dash time in NFL Combine history recently.
