Oh, they definitely do, dont even gotta look on Elon's little rag sheet to know that, anybody that goes into business with the Evil Empire is now under their control, if you sign a Legends contract, they got you under them, if they put you in the Hall Of Fame, they got you under them, if you sold your small little 6 towns in Idaho territory to them back in 1983 and still havent been paid for it, they got you under them

Im not saying theyre gonna control 100% of their career like they would with their regular signees, although I wouldnt be surprised, but if you sign a contract with WWE then you absolutely 100% agreed to a list of restrictions vis a vis other promotions & events

The Rockers vs Buddy Rose & Doug Somers in the AWA during this same timeframe was such a great feud, probably the hottest in the country, its a shame no one knows about it now cause it happened in the AWA and is never celebrated as part of Shawn Michaels career
People would be blown away if the WWE Vault put together a full release of this entire feud
