A diversity of manufacturing and exporting is always the safest bet, unless you specialize heavy enough.. I.E Swiss banking etc..

Oil is down. Russia is too reliant on oil.

The shale revolution hurt them badly. Mixed with their stupid annexation of the Crimea and that lead to some bad economics
