What would be the main difference if they were to become a state versus what they have now?

They have a US Federal Court district there and I believe they are issued a US passport.

I know that they don't vote in presidential elections.

They get a largely free ride but can't vote for prez. It's a great deal for them right now.

No federal income tax, pay SS, and get the monetary benefits of US like they do. -example would be the Federal Park Service operates and cares for many parks/monuments/memorials
 
Sure, we could take PR and give away a state like Maine or North Dakota to Canada. Or make Rhode Island it's own independent nation like the Vatican or some shit.
