I don't think there should be any laws against it, unless the person is actually physically impeding the first responders from doing their job. It's just complete scumbag behaviour and should be treated as such. About a year and a half ago I was on the subway and this girl had a seizure or something, not sure if it was an OD or a condition she has or what, it was a girl in her early 20s. Anyway the emergency alarm was sounded so the paramedics were on their way, but a bunch of these millennial fucks were crowding around her twitching carcass filming with their phones. I lost it on them "what the fuck is wrong with you pieces of shit? Have some respect and give this girl some space!" I mean the main concern was that they were crowding around her and the area needed to be clear and open for the first responders, but also the fact that they were filming this poor girl in that condition made my blood boil. Thank goodness I wasn't in my uniform or I would have gotten in serious shit, maybe even got fired for swearing and yelling at these idiots, even though they're the ones being pieces of crap.
