I repeatedly called him a duck because he made multiple comments blatantly telegraphing his intention to duck Ank.

This is common. Tito eventually fought Chuck 3 times. It doesn't mean he wasn't initially trying to duck him.

As you say, the UFC calls the shots either way. Once they decided to stop protecting Poatan from Ank, he had no choice but to take the fight. And they've still scheduled the fight so as to disadvantage Ank.
