Costa is correct, but he kinda is calling the kettle black since his last ranked win is Yoel Romero in 2019, besides getting absolutely melted by Izzy in his only Championship bid.

Costa has one win in that time and has pulled out of how many fights?

Why would they give him a big fight again? He keeps fucking it up. It's just stupid to think he'll show up for fight night at this point.

Khamzat shows up, at the very least.

That one win is more relevant though since it was against a former MW champion and Khamzat hadn't fought a ranked MW yet.

He has pulled out of 2 or 3 fights to my knowledge, once against Whittaker from flu, I think once with maybe the Rockhold fight which delayed it and then the Khamzat fight he had staff infection. All the others were the UFC announcing fights he had never signed for in the first place which is probably why the UFC is giving him another high profile fight. They know that most of his "pull outs" were them just announcing fights that weren't even signed.

The last time they announced the Whittaker fight Costa had not signed to fight, same for the Ikram fight they announced without Costa having signed and I think there was a third fight they announced that he didn't sign for.

Not saying he's super reliable but the UFC has claimed he pulled out of multiple fights that were never signed in the first place making him seem a lot more unreliable than he really is.
