It's a weird one. To me it's always been a slur, but I grew up in Toronto. Apparantly its 100% commonplace in other areas.You can't defeat Afghanistan. They are the cockroaches of the middle east in terms of survival. As for Pakistani people, we are allowed to shorten the word to the first 4 letters now? I got double yellows talking about my local gas station owners a few years ago for using a racial slur.
As a general rule, if you have to ask, probably best to avoid it.
