Arman is likely a bigger threat to Ilia, yes, but very few people, even amongst the hardcores, are going to be losing sleep if he has to wait and Ilia/Paddy happens first, especially after the Arman/Islam situation. If anything Ilia/Paddy being first is preferable in most respects. Its a fight that has built in long term bad blood, it will do far better numbers, its highly likely Ilia will win and be left intact to face Arman next, but even if the unthinkable happens and Paddy actually wins thats probably an even better outcome for the UFC commercially.

Ilia/Arman has very little upside in comparison.
