Was it ever promised to run at a locked 60? The Assassin Creed games never have. I rather open world games like this target a locked 30fps so they can push the eye candy.
Tbf the best looking games on consoles tend to run at 30 fps. Some people dont really care for smoother gameplay but rather 'prettier' graphics. The majority of casuals dont even know about the fps that a game is running at lol.30fps eye candy?

If they are targeting 120fps for next gen games then graphics aren't going to be able to improve much at all as all your computational power is being used to deliver the framerate. Especially if you want a locked 120fps. That means your game needs to be averaging like 140-150fps so it never dips below 120fps when the action really heats up. That means all your GPU power is gone and your CPU simulation can't be doing anything too radical either if it has to pump out those frametimes so you won't see much improvement in the physics/AI side either.
I don't think most young gamers realize high resolutions and framerates come at a huge cost. They literally eat up CPU and GPU power for very little on screen benefit, especially on consoles using a gamepad playing on a TV.
30fps ruins pretty graphics while in motion. I'm happy that Microsoft is mentioning 60fps being important this gen. 120 is just extra.
I have stared at umpteen 30 vs 60 vs 120 FPS videos on my iPad and I can’t see shit difference.
I must have hi tech auto upscaling eyes.

It should be visible with out having to actually play it. Not sure what you're exactly paying attention to but I think many are maybe making the mistake of focusing on the pixels/graphics instead of the motion.
Then again, a lot of people never noticed how many TV's came out with automatic motion interpolation so maybe it's the same type of thing.
That has absolutely nothing to do with Xbox
