Imo he over promised and is going to massively under deliver on the direct leftist policies such as the ones you mentioned. He doesn't have the budget and running city deficits is worse than state, which is worse the federal.
But, I too was surprised for his abundance infrastructure initiative:
However, NYC by nature and designed is probably the most active ward / council city the world. Every assembly man is going to have their 2 cents heard on any initiative. That alone backlogs the shit out of plans. Its also NYC, you can't build out, you have to build up, you have to build in gridlock, you need a myriad of reports, studies and surveys. You need equipment and a workforce (both are on shorter supply). He can fast track initial approvals but i can't see how he pushes through actual shovels in ground at a faster rate (maybe someone in the city can chyme in)
He also has to deal with the fact that NYC bread and butter income wise isn't manufacturing, it's industry that can very much be remote and there's basically zero chance an exit tax can be implemented on a city level; so raising taxes is going to be tricky.
Honeslty; he's really close to running the Homer Simpson platform of "The Garbage man Can!" And it's going to bite him in the ass
