Based on what he's saying, the demographic of the neighborhood isn't the reason for the tax. The reason is that there is a tax imbalance and that happens to be the demographic of the neighborhoods where this imbalance occurs.

It'd be like saying "place more police in poorer, crime heavy, minority neighborhoods" the demographic happens to be minority but the reason is the crime.

So, not illegal, just very poorly worded.

My favorite part about election season is when one of these fringe weirdos manages to survive this long and then has to be taken seriously in debates and the like.

So far it looks like Mamdani is debating better. Cuomo has got some good jabs but he is sounding frantic and emotional.
