The war games aren't much of a compromise. They hold them often and Kim knows they will continue if he doesnt play ball. Kim has simply not backed out of this deal yet, it makes perfect sense for him to continue enriching uranium. Doing so will further reinforce his program as a bargaining chip moving forward in the negotions.
