My bad. The article that I remembered reading quoted Nate's manager, not Nate. But the manager does admit that they turned the Khabib fight down (despite the article's title).

“Nate didn't turn down the fight,” Kogan said. “He asked for additional conditions which were turned down by the UFC so the [fight agreement] never happened."

Rejecting the fight because the UFC wouldn't meet "additional conditions" is in fact turning the fight down. Khabib wanted the fight and Diaz wouldn't take it.

Nate had just lost to RDA. I'm not sure what sense the two of them fighting at that point would have been.

you're time is a little off, but you're still right in a sense.
Khabib had just beat #10 Healy, #8 Nate had just snapped his losing streak after beating #5 Maynard. By the time Nate fought again he talked his way into a fight with top ranked RDA, who Khabib beat after Nate turned him down.
So the lesson here is Nate has managed to talk himself into bouts he didn't earn
