Having neglected my UK Civil Liberties thread for months I'm finally going to update it soon. Anyway these are not fines, only a court can issue fines. It's effectively giving someone a note saying you have broken the law, give me £X or I'll take you to court. Of course I'm against this, however I know you live in the UK, I don't know if you've visited a coastal resort during busy period but there can be a massive overload of tourism with people being disorderly, and all the tourists attract homeless people, beggars, shoplifters, street performers/salesmen/chuggers of variable quality etc., attract mentally ill people out to hang out in the street, drunk tourists shouting, singing, vomiting, urinating, littering, fighting, collapsing until 5am on work/school nights etc and it can be very annoying if you don't keep it under control.
Edit: increasingly so nowadays when the scene incorporates large numbers of people not used to Northwestern European standards of behaviour.
And, all the nightlife also attracts drug dealers, who open the door to further criminality.
