We didn't know much of shit about that meeting until the New York Times (remember them fake news?) had an anonymous source (fake news?) give them Jr's emails and Jr had to cop to the whole thing. That his response was a lie, that the meeting actually occurred, etc. Investigations take time, evidence needs to be uncovered to discover intent. It sure as shit seems like Jr could be indicted on conspiracy to violate cyber crime act based on what we know. Add in that Flynn has had sentencing pushed off 3x because he is still cooperating in the investigation. Remember, Flynn was at that same meeting. Manafort has already gotten Manafucked. That leaves Jr and Kushner as members of tRUmp's team from that meeting who haven't been swallowed up in the investigation.
