There definitely been Oscars that have been given to the person that got it, however didn't deserve it. (For example Sean Penn for Milk didn't deserve that Oscar imo it should been Mickey Rourke for The Wrestler.) But it's few and far between. Most of the time they are correct with the choices and Heath Ledger was one of those ones that they got right.
But it's obvious you don't like his performance or probably Heath Ledger even. Which all the power to you. Whatever floats your boat.
Btw I actually loved the PSH performance in Doubt. I think it's probably his best up there with Capote and The Master. If Heath performance didn't exist, Hoffman should have won.
I think the Oscars reward the wrong winners the vast majority of the time, therefore they are not a good metric for a great acting performance.
Heath's Joker was good, impressive at first view, but when you watch the other competitors, it was not the best. He won because he died.
